If you're already in Tanjung Pinang (the capital's province, south to Tanjung Uban), you can take a bus ride from Batu 10 Bus Terminal to Tanjung Uban. The 2 hours trip with bus will cost you Rp. 15.000. Beside by bus you can also take taxi and it will cost you Rp.30.000.
By the sea moda a speedboat from Tanjung Pinang (sri Bintan Pura Port) to Lobam Port will cost Rp. 35.000. and then take ojek (motorcycle taxi) to Tanjung Uban (Rp.20.000 - Rp.25.000). It will save you a lot of time but it will cost you more.

Tanjung Uban can be reach from Telaga Punggur Port (Batam) by speedboat in about 15 minutes. During the monsoon season (October-January), people usually take the slower ferry (locals call it "Ro-Ro") to avoid high tide although it takes about 45-60 minutes trip. The cost for speedboat ride from Tg. Uban - Punggur is about Rp. 30.000-40.000, while the ferry ticket is half of speedboat's ticket Rp12.500. If you take a car with you it'll cost Rp.160.000. (included driver).

If you are in Bintan Resort (get in from Singapore) you can used rent car there to go to Tanjung Uban. The distance from Bintan Resort to Tanjung Uban is about 30 km. Twenty minutes by car. Theres another sea port in Lobam Tanjung Uban.
